Academic Action
Establish a new noncredit certificate program.
Curricular Requirements
Certificates offered only as noncredit are included in this process.
All certificates offered as credit or for both credit/noncredit will follow the credit certificate program guidelines.
Noncredit certificate programs must demonstrate increased employability, enhanced professional qualifications, or educational requirements within a profession, industry, or market.
Noncredit certificate programs will include instructional time to meet professional, industry or market specific requirements and include clear learning objectives or an assessment of learning.
Noncredit certificate program records, tracking and completion are the responsibility of the initiating program area.

Approval Process
The initiating Program Area Designee sends the Noncredit Certificate Proposal Form to Area Division Head or Dean for recommendations and approval.
The Area Division Head or Dean sends the approved or non-approved Noncredit Certificate Proposal Form response to initiating Program Area Designee.
If approved, the Area Division Head or Dean will forward Noncredit Certificate Proposal Form and documentation to the Provost or Provost Designee for recommendation and submission of certificate to the Higher Learning Commission (HLC) for review and records management.
Upon recommendation to the Area Division Head or Dean, the Provost or Provost Designee may determine if the noncredit certificate has additional applications in any other areas. The approved noncredit certificate proposal may be forwarded to corresponding area(s) as determined by the Provost or Provost Designee. The Provost or Provost Designee will copy the Area Division Head or Dean on all correspondences.
If any additional collaboration or work takes place between the Area Division Head, Dean, Program Area Designee and/or department, all planning and procedure guidelines will be adhered to. Guidelines will follow UW-Green Bay and UW System policy protocol.
F. 2. Establish a Noncredit Certificate Program
Modification of a noncredit certificate program can be made at the discretion of the initiating Program Area Designee, Area Division Head or Dean. Any changes to learning outcomes necessitates restarting the approval process, including rational of proposed changes.
F. 3. Discontinue a Noncredit Certificate Program
Discontinuation of a noncredit certificate program is at the discretion of the initiating Program Area Designee, Area Division Head or Dean. The noncredit certificate may be suspended when it no longer meets industry needs or educational requirements.
